JPG to PDF accepts one or more JPG files (up to 30). Each file can be up to 20 MB. Files are checked when you add them, so anything that isn't a valid JPG file is rejected with an explanation.

No. JPG images are placed into the PDF exactly as they are, without being re-compressed, so the PDF keeps the original image quality.
Yes. Phones often save photos sideways and store the correct rotation separately. The converter reads that rotation and turns each image upright in the PDF.
